The Community Improvement Advisory Committee

CIAC’s Purpose

The Community Improvement Advisory Committee (CIAC) was formed over fifty (50) years ago as a citizen-based group to act as a catalyst to help make Wilmerding a better place to live and work.

The Inspiration…

The strength of the community has always been reflected in the commitment of its residents to keep Wilmerding a special place. Originating as a small group of volunteers, CIAC received their inspiration as a result of remarks made by Westinghouse Air Brake Company (WABCO) Vice President Walter P. Cartun at a dinner meeting for Wilmerding business, professional, and religious leaders.

Cartun expressed concern over the town’s need for highway improvements, flood protection, and general clean up and face lifting. The need to coalesce was spontaneous and the CIAC came into being. Dr. Frank Leonardo headed the original study group and a 17-member steering committee was headed by Postmaster Anthony J. Trenga.

Federal Funding and 501c-3

To seek federal funding for a redevelopment plan, Wilmerding Borough entered into an agreement with the Allegheny County Redevelopment Authority. CIAC became the citizen participation component–as required by federal law–to implement this plan.

Subsequently, the Wilmerding Borough council requested CIAC to serve as the citizen participation component in the Turtle Creek Valley Model Cities Program and the Federal Community Block Grant Development Program. To facilitate its nonprofit role in the community and economic development, CIAC sought and received an IRS 501c-3 designation.

Achievements

  • Apartment Development:  CIAC has developed two 18-unit apartment buildings, St Joseph Apartments at 100 St. Joseph Drive and Caldwell Station Apartments at 510 Station Street.
  • Storm Sewer System:  CIAC also developed and funded a storm sewer system in the alley behind the west side of Card Avenue.
  • Carillon:  CIAC donated a carillon, housed in the tower at Holy Angels Church.
  • Beautification:  CIAC planted trees and shrubs in the tree wells lining Station Street and Westinghouse Avenue.
  • Resale Housing:  In 2014, CIAC initiated a rehab for resale housing program to encourage owner occupied residential housing. To date, CIAC was successful with three properties on Westinghouse Avenue and one property on Card Avenue.
